Robert Wesley Heber
經歷:

加拿大第一民族大學(First Nations University of Canada)榮譽教授

年於第一民族大學退休,曾任原住民族研究專任教授、薩克屯校區原住民族研究召集人及藝術與科學系主任。曾任國際學術交流中心主任及大學研究長,於聖瑪麗大學(Saint Mary’s University)取得人類學高等學士學位,擁有戴爾豪斯大學(Dalhousie University)環境碩士學位以及曼尼托巴大學(University of Manitoba)人類學博士學位。他從事人類學及原住民研究教學已有25年,自1991年起即於第一民族大學任教。Heber教授在過去十二年裡,透過執行研究、舉辦會議、支援國際學生及研究者參與進階國際原住民教育交流,積極推動原住民族國際學術交流,並於退休後自願繼續從事同樣的角色。聯絡方式:wheber@sasktel.net

Career:
Professor Emeritus, University of Regina and the First Nations University of Canada
He retired in 2011 as Full Professor of Indigenous Studies at the (FNUniv) where he had been the Coordinator of Indigenous Studies at the Saskatoon campus, and the Head of the Department of Arts and Science. He was the Director of the Centre for International Academic Exchange and the University Research Officer. He holds an Undergraduate Honours Degree in Anthropology from Saint Mary’s University, a Masters in Environmental Studies from Dalhousie University, and a Ph.D. in Anthropology from the University of Manitoba. He has been teaching anthropology and Indigenous studies for 25 years and has been at the FNUniv since 1991. Dr. Heber has been active for the past twelve years in promoting international academic exchange for Indigenous peoples by carrying out research, organizing conferences, and supporting international student and researcher exchange for the advancement of international Indigenous education. Michael Lujan Bevacqua
現職:關島大學(University of Guam)查莫羅研究助理教授

他的學術研究主要關注殖民對於查莫羅人及島嶼的影響,以及對去殖民化可能性的理論化。 他是一位查莫羅語復振的熱情倡議者。過去五年,他每週在社區主持免費的查莫羅語課程,也在關島大學教授查莫羅語。 將大量的文本翻譯為查莫羅語,包括《火影忍者》漫畫、政府文件,甚至是貝多芬的《歡樂頌》。目前他是關島藝術與人文理事會機構(Guam CAHA)及去殖民化委員會的成員。
2012年起,他作為計畫召集人展開一項由美洲原住民族管理局(ANA)所資助的「I Ma’adahen i Fino’ Chamorro gi Koleho」三年期計畫,希望達成建立大學查莫羅語標準課程的目標。 此外,他經營個人部落格「No Rest for the Awake - Minagahet Chamorro」已滿十年,是關島查莫羅相關部落格中持續經營最久的。 他在《The Marianas Variety》日報的每週專欄〈When the Moon Waxes〉上寫作,亦是KPRG電台〈Beyond the Fence〉節目的共同主持人。

Current Position:
Assistant Professor in Chamorro Studies at the University of Guam

His academic work deals primarily with the effects of colonization on Chamorros and their islands and theorizing the possibilities for their decolonization. He is a passionate advocate for the revitalization of the Chamorro language. For the past five years he has held free weekly Chamorro classes in the community and teaches Chamorro at UOG. He has translated numerous texts into Chamorro including Naruto manga, government documents and even Beethoven’s “Ode to Joy.”
He is currently a board member for the Guam Council on the Arts and Humanities Agency and the Commission on Decolonization. Since 2012 he has worked as the project coordinator for the ANA sponsored grant I Ma’adahen i Fino’ Chamorro gi Koleho, a three year project which aims to create a standardized curriculum for teaching the Chamorro language at the college level. In addition he has operated his own personal blog No Rest for the Awake – Minagahet Chamorro for ten years now, the longest continuously Guam/Chamorro blog. He writes a weekly column in The Marianas Variety titled “When the Moon Waxes” and is a co-host for the KPRG show Beyond the Fence.
Stephen B. Acabado

Stephen 於菲律賓北部伊富高地區的考古學研究釐清了科地雷拉水稻梯田的近代起源,(這些梯田)過去被認為至少有2000年以上的歷史。這些發現促進了對菲律賓史前史的重新思考。Dr. Acabado主持由菲律賓大學考古研究學程、菲律賓國家博物館、加州大學洛杉磯分校及拯救伊富高梯田運動(Save the Ifugao Terraces Movement, SITMo)共同協作的「伊富高考古計畫」(Ifugao Archaelogical Project)。由於SITmo的參與,當地社區在考古計畫扮演相當積極的角色。

Current Position:
Assistant Professor of Anthropology at the Department of Anthropology, UCLA

His archaeological investigations in Ifugao, northern Philippines, have determined the recent origins of the Cordillera Rice Terraces, which were once known to be at least 2,000 years old. These findings have encouraged the rethinking of Philippine prehistory. Dr. Acabado directs the Ifugao Archaeological Project, a collaborative research program between the University of the Philippines-Archaeological Studies Program, the National Museum of the Philippines, the University of California-Los Angeles, and the Save the Ifugao Terraces Movement, Inc (SITMo). Through the participation of SITMo in the research program, the community is actively involved in the IAP.

Brandi2011年起擔任獨立毛利法定理事會(IMSB)執行長。IMSB2010年的奧克蘭「超級城市」改革中成立,旨在給予奧克蘭議會有關毛利人議題的相關建議,並協助其履行對毛利人的法定責任。
最近在Metro中(20156月),Brandi Hudson被形容為一位領導著傑出祕書處的「狂熱」執行者,她的廣闊視野與創新領導能力,於此一開拓性組織設定影響目標上十分重要。Brandi熱衷於發揮其影響力,改變包含政策、規劃、監管與資源配置等現狀, 以改善毛利人的生活品質與水準,達到社會、經濟、文化與環境層面的永續成果 ,這些成果最終也將有益於整體紐西蘭人。Brandi在有著豐富文化內涵的毛利家庭與環境中成長,與在懷卡托大學毛利發展與研究部門工作的Maui Hudson結婚,有三位喜歡運動的孩子。她喜愛戶外活動、藝術與運動,並且認真於保持健康。

Brandi has been the Chief Executive of the Independent Māori Statutory Board (IMSB) since 2011. The IMSB was created out of the Auckland super-city reforms in 2010 with the purpose of advising Auckland Council on significant issues for Auckland’s Māori and working with it to implement its statutory obligations to Māori.
Most recently described in Metro (June 2015) as a ‘fierce’ operator leading a formidable secretariat, Brandi Hudson’s strong vision and innovative leadership on behalf of the Board has been fundamental in setting the path for the trail blazing organisation to influence change.
Brandi is passionate about using her influence to change the status quo across policy, planning, regulatory and resourcing processes so that Māori improve their quality of life and standard of living and attain sustainable social, economic, cultural and environmental outcomes that in turn will benefit all New Zealanders.
Brandi has been raised in a culturally rich Maori family and environment, is married to Maui Hudson who also works in Maori Development and Research at Waikato University and they have 3 sporty children. She enjoys the outdoors, arts, sports and is conscientious about keeping fit and healthy.

曾在太平洋島嶼論壇秘書處「大英國協幅軸計畫」(Hub & Spokes Project)擔任四年的計畫助理,後加入太平洋共同體(SPC)土地資源部門。目前,負責協調計畫內關鍵夥伴的行動,特別是在以下領域:
1.農業旅遊:透過科技與知識交流,連結農民與旅遊市場。
2.太平洋島嶼農民組織:透過科技交流與訓練,改善農作生產市場進入,培力農民組織、良好治理、捐贈徵信等。

Current Position:
Partnership Contact for the  EU supported Pacific Agriculture Policy Project(PAPP)

Previously worked at the Pacific Islands Forum Secretariat as a Project Assistant for the Commonwealth Hubs & Spokes Project , for 4 years before joining the Land Resources Division at SPC – Secretariat of the Pacific Community.
Currently , coordinating the  project’s key partners including its  activities , particularly  in the areas of  1) Agri Tourism , that is linking farmers to the Tourism market through technical and knowledge exchanges 2) Pacific Islands Farmer Organisations – empowering national  farmer  organisation , through technical exchanges and trainings to improve  crops production for improved market access , good governance ,  donor reporting etc .
Providing  research support  to the project through implementation of activities that contribute to the 3 key objectives :
1.Strengthen regional agricultural development strategy – policy
2.Improve the dissemination and adoption of applied agricultural production research
3.Improved market linkages

蘇秀蓮 Tipus Panay (Hsiu-lien, Su)
現職:邦查有機農場負責人

蘇秀蓮最初先以小地主大佃農的方式,租用鄰近的土地進行安全無毒作物的生產,於1026月通過中華有機認證,是花蓮縣光復鄉首位得到有機認證的農場。同時也為部落婦女提供在地就業的機會。目前正逐步開展在地行銷與在地消費的工作與目標並提供有機課程,讓有興趣的農友交流學習,讓有機生態產業發展模式奠定優良的典範。邦查有機農場也曾接受原住民電視台「前進部落」及「INA的廚房」等知名節目拍攝。

Current Position:
Owner and Manager, Pangcah Organic Farm
She is the owner and manager of Pangcah Organic Farm. At the beginning, she followed the “Small Landlords, Big Tenant Farmers” policy, renting nearby lands to produce safe and non-toxic agricultural productions. Later, the farm passed the COAA organic certification in June of 2013, and became the first farm in Guangfu Township (Hualien County) to be certificated. In the meanwhile, the farm provides many local employment opportunities for women in the community. Lately, Pangcah organic farm has been developing jobs and objectives regarding local marketing and local consumption, and provides organic farming lessons for interested farmers to learn and exchange views, in order to establish a feasible development model in organic ecological industry.

1987年畢業後,開始在旅遊業工作。她在旅館的許多區域工作,並管理一些度假村。她在Marine Tourism Company - South Sea Cruises擔任資深管理職位。其姊妹公司包括Blue Lagoon CruisesAwesome Adventures Fiji。由於其旅遊業背景,她曾前往許多國家,參與多個旅遊業會議及展覽,推廣斐濟觀光。
  2002年,她開始與社區一起工作,其任職的South Sea Cruises公司計畫在斐濟的亞薩瓦群島建立原住民企業,因而創立姊妹公司Awesome Adventures Fiji。目前亞薩瓦共有11間地方度假村,是鄰近村落的重要就業資源,幫助提昇村落生活水準,亦提供斐濟政府旅遊收入。
2010年,Awesome Adventures Fiji建立「Vinaka Fiji」信託,協助亞薩瓦社區的基本需求。2013年,她被指派擔任信託組織主管,協助建立村落收入創造計畫及訓練、改善生活基本必須。她亦協助IGP和市場的連結,在前述計畫中與西部專員辦公室密切合作。她曾受邀參與在薩摩亞舉行的氣候變遷與災害圓桌會議中的「食物銀行」緊急準備計畫,培力社區於災害後自立。在此一聯合國開發計畫署(UNDP)及澳洲援助計畫(AUSAID)資助的「太平洋風險抵禦能力計畫」(PRRP)子計畫中,她亦受邀至萬那杜參與會議。

She has worked in the Tourism Industry since after her graduation in1987. She has worked in many areas of the hotel and managed some resorts. She holds a Senior Management Position with the Marine Tourism Company – South Sea Cruises who also has its sister companies, Blue Lagoon Cruises and Awesome Adventures Fiji. With her Tourism background she has travelled many countries in the world and take part in many tourism conferences and expos promoting Fiji as a destination.
She first, started her work with the community in 2002 where she was employed by South Sea Cruises to create indigenous entrepreneurs in the Yasawa Islands, Fiji and this was the birth of the sister company Awesome Adventures Fiji. Now there is 11 Local Resorts in Yasawa which is a source  of employment to the neighboring villages, help raise village standards and also provide the Tourism dollar to the Government of Fiji.
In 2010, the company formed a Trust called Vinaka Fiji to help with the basic needs of the Yasawa Communities. In 2013 she was appointed to head this organization and have helped created income generating projects in the villages and also help in training and improving the basic necessity of life.
She also have helped link the dots from the creation of IGP to the market. She is also working closely with the Commissioner Western’s Office in the program stated above.She had been invited to take part in the Climate Change and Disaster Roundtable in Samoa on the creation of Food Bank which is an Emergency Preparedness Project that empowers community to be self -reliant after a disaster. With same project this is funded by U.N.D.P/AUSAID under the PRRP program whereby she was invited to attend the board meeting in Vanuatu.

陳和平 Hetay Hayung
現職:宜蘭縣比雅楠教會牧師

傳統與現代社會結構轉折和部落不斷地持續變化之中的時代,透過求學和訓練培力,選擇擔任原住民族部落教會的神職人員,完成玉山神學院、臺灣神學院延伸制的教育。先後在臺北烏來、宜蘭寒溪服務部落教會近30餘年載,八年前回到出生地,以「本色化」(indigenization)以及「處境化」(contextualization)的意涵建構來傳遞福音。現任原住民族委員語言發展委員會委員、宜蘭縣政府原住民事務發展委員會委員、宜蘭縣政府教育審議委員會委員、宜蘭縣政府四南地區產業發展規劃諮詢與評審委員、宜蘭縣原住民族部落大學講師、宜蘭縣大同鄉生態永續發展協會理事長等。透過這個服務的機制與平台,結合部落在地組織及族人、相關專業課程並實務之培力,累積了部落在地傳統智慧等知識的建構,嘗試將部落信仰連結於部落公共議題。

Chen Ho-ping, also known as Hetay Hayung, is an Atayal aboriginal pastor. He returned to his birthplace 8 years ago, and has become the pastor of the church in the community. Hetay expects to integrate grassroots organizations with determined people, and to empower the community through providing professional and practical lessons on the basis of the accumulation of local traditional knowledge. At the same time, he tries hard to link the religion and public issues, such as ethnic language, culture, land history, industrial structure, together in the community. Hetay believes that indigenous knowledge includes the traditional historical knowledge of long-term subsistence and development, the traditional social knowledge, and the geographical knowledge that contains natural environment and ecological wisdom. From his perspective, indigenous communities are the practice field of knowledge-liberating, and the parent of both historical and cultural inheritance.

Leilene Marie Gallardo是原住民族集體權的倡議者及捍衛者,她提倡制定的《原住民族權利法案》(IPRA)於1997年通過,保護並促進了菲律賓原住民族的權利。她持續監督、協調永續傳統領域的規劃實行,作為國家原住民族委員會(NCIP)、跨機構合作、傳統領域地方治理及地方政府的政策、指導方針與共同協議之基礎。她致力於傳統領域內的環境規劃,強化原住民知識體系(IKSPS)以保護社區知識產權。

Leilene Marie Gallardo is an advocate and defender of IP collective rights, she  has pioneered implementation of the Indigenous Peoples Rights Act (IPRA) which was passed in 1997. A law which protects the promotes the rights of indigenous peoples in the Philippines. She has  supervised and coordinated implementation on tilting and sustainable ancestral domain planning including delivery of basic services which served as basis for policies, guidelines and joint agreements for the National Commission on Indigenous Peoples (NCIP) itself, for inter-agency collaboration  and local governance in the domain as well as for local government units.  She aims to specialize on environmental planning in ancestral domains to strengthen indigenous knowledge systems (IKSPS) for protection among others of their community intellectual property rights.

Timothy Owen
現職:澳洲GML Heritage機構經理

於雪梨擔任澳洲GML Heritage機構,並於阿德雷德福林德斯大學(Flinders University)從事學術工作。他擁有原住民族考古學、生物考古學、原住民地景分析博士等學位。他於原住民遺產領域的主要專長是:透過骨骼穩定同位素分析重建原住民的古代飲食(paleodiet)以及原住民文化地景管理。他的原住民文化地景管理專業包括:評估理解廣泛而複雜的原住民文化景觀,專注記錄與文本化(無形)社會及考古價值及地點。他與原住民社區一同保護其Country(見備註)、文化地點和文化價值,扮演開發者與原住民社區間的中介者。本次會議中,Dr. Owen將討論他在原住民文化地景和遺產管理領域的成果,以及澳洲原住民族面臨的土地用途變更壓力,特別是雪梨都市住宅發展所造成的影響。

Dr. Timothy Owen works as an Australian Aboriginal heritage consultant (in Sydney, Australia) and as an academic through Flinders University (Adelaide).  He holds a PhD in Aboriginal archaeology, bio-archaeology and Aboriginal landscape analysis. He specialises in two aspects of Aboriginal heritage: the reconstruction of Aboriginal palaeodiet through stable isotope analysis of skeletal material and Aboriginal cultural landscape management. His speciality in Aboriginal cultural landscape management involves the assessment and understanding of large and complex Aboriginal cultural landscapes, focusing on recording and documenting social (intangible) and archaeological values and places.  He works with Aboriginal communities to conserve their Country, cultural places and cultural values, acting as an interface between developers and the Aboriginal community.  Today he will talk about his work on Aboriginal cultural landscape and heritage management, and the pressures of changing land use, especially urban housing development in Sydney.

胡家瑜 Chia-yu, Hu
現職:台灣大學人類學系專任教授

畢業於倫敦大學大學院人類學博士,多年來從事博物館人類學、物質文化和文化遺產相關教學研究工作,尤其關注臺灣民族學藏品和原住民物質文化和文化遺產研究成果的當代應用發展。近年來長期進行「海外博物館民族學藏品」調查研究和數位化計畫。相關原住民藏品研究專著出版包括《文物、造型與臺灣原住民藝術─臺大人類學博物館宮川次郎藏品圖錄》(2015)、《賽夏族》(2015)、《針線下的繽紛─大武壠平埔衣飾與刺繡藏品圖錄》(2014)、《巴斯達隘─1936年的賽夏祭典》(2011)、《收藏的平埔記憶─凱達格蘭與噶瑪蘭》(2011)、《道卡斯新港社古文書》(1998)、《臺大人類學系伊能藏品研究》(1998)等。

My research interests cover material culture, cultural heritage, museum anthropology on culture collecting and ethnographic exhibition. I have conducted fieldwork research on the role of collective memory and culture symbols among the Indigenous groups of Taiwan. In the recent years, I am investigating the developmental phenomena relating to the cultural heritage and memory politics in Taiwan from anthropological perspectives. The major research project that I have conducted lately is “Information Exchange, Collaborative Research and Digitalization of Taiwan Ethnological Collections in Overseas Museums” (funded by the National Science Council of Taiwan, 2007-2013, Ministry of Education 2015-2017).  Latest publications include Artifacts, Forms and Taiwan Indigenous Art (National Taiwan University Press, 2015, in Chinese); The Saisiyat (San Ming Book Co., 2015, in Chinese); Threads of Splendor: Taivon Pingpu Clothes and Embroidery Collections (Kaohsiun History Museum, 2014, in Chinese); “Dispersed Collections and Articulated Memories: Two Cases of Making Transnational Linkages to Taiwan Indigenous Collections” (Journal of Museum and Culture, 2012, No. 3, pp.3-28, in Chinese), etc.

Tarisi Vunidilo
現職:太平洋島嶼博物館協會(Pacific Islands Museum Association,  PIMA)秘書長

Tarisi Vunidilo於紐西蘭懷卡托大學取得人類學碩士學位、毛利與太平洋發展深造文憑,於澳洲國立大學取得文學深造文憑(主修考古學),於斐濟南太平洋大學(University of South Pacific)取得地理學、歷史學及社會學學士學位。她曾於2007年至2009年任職創意紐西蘭機構(Creative New Zealand)計畫顧問;2003年至2007年任懷卡托藝術歷史博物館典藏服務主管;2001年至2003年任紐西蘭國立博物館太平洋展品典藏主管;2000年至2001年任斐濟博物館館長,1997年至2000年任考古部門主管及研究員,1994年至1996年任考古部門實習生。目前:除了擔任太平洋島嶼博物館協會秘書長,也正在紐西蘭奧克蘭大學(University of Auckland)太平洋島嶼研究中心攻讀博士,其研究題目為:“iYau Vakaviti-Fijian Treasures, Cultural Rights and Repatriation of Cultural Materials from International Museums”。

Tarisi Vunidilo has a MSc in Anthropology and a Postgraduate Diploma in Maori and Pacific Development, from the University of Waikato, Hamilton, New Zealand, a Postgraduate Diploma in Arts, majoring in Archaeology, Australian National University, Canberra, and a BA in Geography, History and Sociology, University of South Pacific, Suva, Fiji. She has published two books and several articles about Fijian pottery, language and archaeology. She was Programs Advisor, Pacific Arts, Creative New Zealand from 2007-2009; Collections Services Manager, Waikato Museum of Art & History from 2003-2007; Collection Manager (Registrar) of Pacific Collection at Tongarewa, Museum of New Zealand Te Papa from 2001-2003, and Director from 2000-2001 and Archaeologist and Head of the Archaeology Department from 1997-2000, and Graduate Trainee, Archaeology Department from 1994-1996 at the Fiji Museum. She is currently volunteer as Secretary-General for the Pacific Islands Museums Association and works between her office in Port Vila, Vanuatu and Brisbane, Australia. She is also pursuing her Phd in Pacific Studies on the topic of “iYau Vakaviti-Fijian Treasures, Cultural Rights and Repatriation of Cultural Materials from International Museums”, at the Centre of Pacific Island Studies at the University of Auckland (New Zealand).

林志興 Agilasay Pakawyan
現職:國立臺灣史前文化博物館副研究員兼任南科分館籌備處主任

畢業於臺灣大學人類學研究所博士,父卑南,母阿美,妻排灣,對原住民研究頗為投入,此外,亦因工作而長久關注博物館與原住民族之議題,博物館研究涉獵範圍包含典藏、展示到教育推廣。在擔任現職之前,曾在史前館分別擔任過研究典藏組、史前館南科分館籌備處主任職務,總計博物館生涯有22年經歷。2012年以《「中心」博物館與國家角落-臺東史前與沖繩博美的館脈論述》論文獲臺大人類學博士學位。自2012年起在史前館組織研究會,先後完成《繁衍、祈福與保護-亞洲的背兒帶文化》(2012)、《有形連結無形情》(2013)及《第五屆臺灣原住民族與大陸少數民族文化傳承與創新學術研討會論文集》(2014)等研討會及論文集出版。2014年更與妻高玉枝合作出版《na se ludja ni zingrur a senai a sinitilu ni sa kuljilji 從安平部落古謠到傳唱排灣-高明喜歌謠輯論》。

Chih-Hsing Lin is an associate researcher and the director of the Remains Management Center of National Museum of Prehistory. Lin has a Pinuyumayan father, an Amis mother, and a Paiwan wife, so he has highly involved in Indigenous Studies. In addition, he has followed issues concerning museums and indigenous peoples with interest for a longtime because of his job. His work in museum studies includes collection, exhibition and education promotion. In 2002, he received his Ph.D. degree in Anthropology from National Taiwan University by completing the dissertation titled “Museum as Center and Standing at State's Corner - On Discourse of Institutional Contexts of NMP and OPMAM”. Lin has organized a study group in National Museum of Prehistory since 2012 and completed several academic publications. Also, he worked with his wife, Yu-chih Kao, and published “na se ludja ni zingrur a senai a sinitilu ni sa kuljilji - From the traditional songs of Ludja to Singing Paiwan - Kao Ming-hsi Collection and Discussion” together in 2014.
